In other words, a policy that says 'We can't guarantee your privacy' will be interpreted in the same light that you might interpret a sign in a grocery store parking lot which says 'We can't be responsible for damage to vehicles caused by stray carts'. While both let you understand that there is a potential risk, it leads one to believe that the administrative body won't be actively out in the parking lot shoving carts into the side of your car. - Geoff Gerrietts
